PURPOSE: Information and Referral for Child Care Services
SERVICES:
* “Child Care Choices” connects families and caregivers by
operating a telephone information and referral service.
* “Child Care Choices” offers free training to child care
providers.
The Agency maintains a computerized database of child care
centers, homes and programs for children. When parents
call, a referral specialist uses the database to help find
available child care in their area of work or residence. Parents
also receive guidelines on how to select quality childcare.

PURPOSE:
Head Start is a comprehensive program designed to foster the
healthy Development of young children from low-income
families.
PROGRAMS:
Families may choose a schedule based on family need and
location of residence in the county.
Part-Day Center-Based Program
A part-day preschool program, operating Monday through Thursday of each week
for 3.5 hrs. per day. This program option operates nine
months of the year Sept.-May.
Full-Day Full-Year Center-Based Program
Enrollment given to families who are working or in school. Enrollment
can occur anytime throughout the year provided slots are
available. Head Start supports six hours of funding for this
program option while state child care subsidies through Job
& Family Services and/or parent co-pay fees support the
remaining childcare hours. Hours of operation are between
6:00 a.m. - 6:00 p.m.
Home Base
Option primarily serves children whose families
live in the more rural areas of the county where bussing may
not be possible due to lengthily route time. This option may
also be selected by a family if they feel their child is
developmentally not ready for group activities or longer day.
A Home Base Teacher and parent(s) plan activities together
for the child. Visits by the Teacher are once a week
throughout a nine month period. Activities are reviewed
weekly with the child and new activities left which the
parent(s) initiate between scheduled visits. Transportation is
provided once a week by Head Start to a licensed center
where children and parents come together for planned social
activities.
SERVICES:
Head Start is a Federal program for preschool children
primarily for low-income families. Head Start is operated
locally by PICCA (Pickaway County Community Action Org.
Inc.) Head Start provides children with a variety of learning
experiences. Head Start offers many opportunities for children to express
themselves through art, music, movement, and storytelling.
Children participate in indoor and outdoor plan, and learn
about books, words, numbers, and the world around them.
Children are encouraged to communicate their ideas and
feelings, and to develop self-confidence and the ability to get
along with others. Head Start programs also work with the
children and parents to help them make a successful
transition to kindergarten or elementary school.
Head Start child receive medical and dental care.
Head Start recognizes the importance of identifying and
addressing health problems early in a child’s life so that they
do not interfere with a child’s learning and development. The
program arranges comprehensive health care for every child.
This includes a complete health examination with a screening
for chronic or disabling conditions, a vision and hearing test,
a dental checkup, and immunizations. Follow-ups are
scheduled for children with any indication of problems.
Head Start responds to children with disabilities.
Special training is provided to Head Start staff to help them
work with disabled children. More than 10% of Head Start
and Early Head Start children have special needs, and these
children are included in all program activities. Head Start
staff also work closely with community agencies and other
programs for young children with disabilities to ensure that
children with special needs obtain the care they need.
Parents are encouraged to become involved in every aspect of
Head Start. Parents and family members work in partnership with Head
Start staff to set goals for their child’s and family’s
development. An individualized plan is designed to assist
them in achieving their family goals. Parents are encouraged
to share their ideas and opinions, to visit the programs, and
to participate in Parent Committee and other group activities.
Parents can attend classes and workshops to learn about
parenting, nutrition, safety practices, preparing for jobs, and
many other topics. Parents also have an important voice in
program decision-making by serving as elected members of
their Head Start program’s Policy Council. Head Start
programs can help parents obtain educational, literacy, or job
training. They also may offer parents opportunities for
employment. May parents serve as volunteer or as aides to
Head Start teachers and staff. Some are cooks, storytellers,
or play supervisors. When parents are qualified for Head
Start jobs, they may receive preference in hiring. (Thirty
percent of Head Start Staff are parents of current or former
Head Start children.) Staff also helps parents find
employment in other fields.
ELIGIBILITY:
Enrollment for ages 3-5 years by September 30. Family must
meet income guidelines based upon income earned for the
past twelve month period. 90% of funded slots are filled with
low-income families. The remaining 10% may be filled with
families who exceed the poverty guidelines. Foster children
are automatically eligible.

Island Road Office
Adoption
Recruitment, orientation and completion of home studies for families
seeking to adopt children. Services provided to support adoptive placements
through
supports and subsidies.
Adult Protective
The investigation of elderly abuse and arrangement and/or provision
of services to adults 60 years of age and older, alleged to be physically or
emotionally abused, neglected (including self-neglect) or exploited.
Benefit Recovery - The investigation of alleged fraud and recovery of public
assistance
overpayments.
Child Care
Assistance with locating and paying employment/training related
childcare for families with children up to 13 years of age. Payment limited to
licensed
childcare centers or certified providers in private homes.
Child Protection - Intake and investigation of child abuse and neglect
complaints
with related services to further the protection of children. On-going services
include
protective supervision of children in their own homes and
placement/reunification
services to support families and children.
Child Support
• Locate Absent Parents - Search for address, property, and asset information.
• Paternity Establishment - Determine existence or non-existence of a
father-child
relationship.
• Establish Child & Medical Support Orders - Obtain court-ordered support.
• Enforce Child and Medical Support Orders - Methods to secure payment of
support, including income tax intercept, wage withholding, liens, court
hearings,
driver’s license suspension, passport revocation, professional license
suspension, seizure from bank accounts or assets, credit bureau reporting,
recreational license suspension, seek work orders, wanted poster, and criminal
non support.
• Adjust Child and Medical Support Orders - Increase or decrease the amount of
support orders in accordance with Ohio Support Guidelines.
Disability Assistance - Provides cash and/or medical assistance to persons who
are ineligible for public assistance programs like Ohio Works First (OWF) and
Supplemental Security Income (SSI).
Family Stability
Short term in-home intensive services assisting child-welfare
families with parenting, budgeting, homemaking and environmental services to
promote self sufficiency.
Food Stamps
Food purchasing benefits issued to eligible individuals and families
through Ohio’s Direction Card.
Foster Care
Recruitment, orientation and completion of home studies for families
seeking to foster children. Services provided to support foster placements
through
supports and subsidies.
Kinship Support
Information and referral services to assist relatives taking care of
related children to help provide a stable alternative family home.
LEAP
Learning, Earning and Parenting Program for teen parents receiving OWF.
Medicaid
Health Care coverage for children, families, pregnant women, and elderly or
disabled individuals.
Medicaid Transportation
Transportation for Medicaid eligible persons to Medicaid reimbursable
appointments. Other services include assistance in locating physicians. Ohio
Works First (OWF) - Ohio’s Temporary Assistance to Needy Families (TANF)
provides monthly cash assistance to families working towards self-sufficiency
and personal responsibility. Prevention, Retention, and Contingency Program (PRC)
- Short term assistance of goods and services to assist families in overcoming
immediate barriers to self-sufficiency and personal responsibility. Examples
include: car repair, rental, and
utility assistance.

mother-to-mother help on breast feeding.

The YMCA is a not-for-profit association. Financial

SERVICES:
Multi-recreational facility including gymnasium, pool,
whirlpool, sauna, fully equipped fitness center, cybey stretch
training equipment, free weights, racquetball/volleyball
courts, walking & running track, adult locker areas, family
locker rooms, childcare center, nursery and aerobic area. The
YMCA has a new State-of-The-Art Family Activity Center
which includes the following: indoor climbing wall, indoor
play space, half-court basketball area, and family fitness loft.
The YMCA has developed a comprehensive program using
the above facilities for pre-school through senior citizens.
After school care for Kindergarten-6th grade. Financial
