SERVICES:
The PICKAWAY COUNTY ABLE Program is designed to
help adults improve their basic skills and/or prepare for and
obtain the General Equivalency Diploma (GED). Services
include personal help in reading, math, and language to
improve employability skills or earn a job promotion, to better
enable parents to provide assistance to their children with
homework, or perhaps prepare for college classes. Also
administer the official GED practice test.
ELIGIBILITY:
Adults who are interested in improving their education.
There are no income guidelines.

Care Teams meet weekly to identify students in most need of
assistance and to develop plans to better understand the
core issues that are keeping students from being successful
in school.
SERVICES:
Case Managers are placed at Everts Middle School and
McDowell Exchange School. Family and Children First
Council received this grant through Access to Better Care
(ABC) funding.

PURPOSE:
Head Start is a comprehensive program designed to foster the
healthy Development of young children from low-income
families.
PROGRAMS:
Families may choose a schedule based on family need and
location of residence in the county.
Part-Day Center-Based Program
A part-day preschool program, operating Monday through Thursday of each week
for 3.5 hrs. per day. This program option operates nine
months of the year Sept.-May.
Full-Day Full-Year Center-Based Program
Enrollment given to families who are working or in school. Enrollment
can occur anytime throughout the year provided slots are
available. Head Start supports six hours of funding for this
program option while state child care subsidies through Job
& Family Services and/or parent co-pay fees support the
remaining childcare hours. Hours of operation are between
6:00 a.m. - 6:00 p.m.
Home Base
Option primarily serves children whose families
live in the more rural areas of the county where bussing may
not be possible due to lengthily route time. This option may
also be selected by a family if they feel their child is
developmentally not ready for group activities or longer day.
A Home Base Teacher and parent(s) plan activities together
for the child. Visits by the Teacher are once a week
throughout a nine month period. Activities are reviewed
weekly with the child and new activities left which the
parent(s) initiate between scheduled visits. Transportation is
provided once a week by Head Start to a licensed center
where children and parents come together for planned social
activities.
SERVICES:
Head Start is a Federal program for preschool children
primarily for low-income families. Head Start is operated
locally by PICCA (Pickaway County Community Action Org.
Inc.) Head Start provides children with a variety of learning
experiences. Head Start offers many opportunities for children to express
themselves through art, music, movement, and storytelling.
Children participate in indoor and outdoor plan, and learn
about books, words, numbers, and the world around them.
Children are encouraged to communicate their ideas and
feelings, and to develop self-confidence and the ability to get
along with others. Head Start programs also work with the
children and parents to help them make a successful
transition to kindergarten or elementary school.
Head Start child receive medical and dental care.
Head Start recognizes the importance of identifying and
addressing health problems early in a child’s life so that they
do not interfere with a child’s learning and development. The
program arranges comprehensive health care for every child.
This includes a complete health examination with a screening
for chronic or disabling conditions, a vision and hearing test,
a dental checkup, and immunizations. Follow-ups are
scheduled for children with any indication of problems.
Head Start responds to children with disabilities.
Special training is provided to Head Start staff to help them
work with disabled children. More than 10% of Head Start
and Early Head Start children have special needs, and these
children are included in all program activities. Head Start
staff also work closely with community agencies and other
programs for young children with disabilities to ensure that
children with special needs obtain the care they need.
Parents are encouraged to become involved in every aspect of
Head Start. Parents and family members work in partnership with Head
Start staff to set goals for their child’s and family’s
development. An individualized plan is designed to assist
them in achieving their family goals. Parents are encouraged
to share their ideas and opinions, to visit the programs, and
to participate in Parent Committee and other group activities.
Parents can attend classes and workshops to learn about
parenting, nutrition, safety practices, preparing for jobs, and
many other topics. Parents also have an important voice in
program decision-making by serving as elected members of
their Head Start program’s Policy Council. Head Start
programs can help parents obtain educational, literacy, or job
training. They also may offer parents opportunities for
employment. May parents serve as volunteer or as aides to
Head Start teachers and staff. Some are cooks, storytellers,
or play supervisors. When parents are qualified for Head
Start jobs, they may receive preference in hiring. (Thirty
percent of Head Start Staff are parents of current or former
Head Start children.) Staff also helps parents find
employment in other fields.
ELIGIBILITY:
Enrollment for ages 3-5 years by September 30. Family must
meet income guidelines based upon income earned for the
past twelve month period. 90% of funded slots are filled with
low-income families. The remaining 10% may be filled with
families who exceed the poverty guidelines. Foster children
are automatically eligible.

SERVICES:
Available for children birth to three years who are at risk for a
developmental delay or disability or have a diagnosed
medical condition. Services are also available for eligible
prenatal mothers.
* Free developmental screening of your child under the age of 3
* Home Visits focusing on activities to promote your child’s
development.
* Share ideas and information about parenting and child
development.
* Provide “operation Baby Buckle” training and car seat
distribution.
* Provide information about medical, educational, and social
programs available for your child and help you make
contact with these programs
* Play groups.
* Newborn home visit by a registered nurse provides
comprehensive newborn assessment and education to
parents.

Services are free. The Help Me Grow program is funded by a
grant from the Ohio Department of Health and the Ohio
Family and Children First Council.

EDUCATION PROGRAMS:
The Pickaway County Office of Ohio State University
Extension is an outreach of The Ohio State University.
Educational programs include:
4-H Youth Development.
Programming focuses on the environment; the economy; family, individual and
youth development; and leadership. Our practical educational
programs are based on the needs of local citizens and
communities, new research results and technical information.
Programs in Pickaway County emphasize the development of
life skills and leadership skills in youth exploration,
relationship enhancement, decision making, and self-esteem.
Agriculture and Natural Resources.
Education in areas such as farm business management, efficient livestock
and crop
production, water quality, conservation of our natural
resources, safe management of pesticides and fertilizer, home
and urban horticulture and related subjects.
Family & Consumer Sciences.
Improving family well-being through education in a variety of areas including
parenting, child care, personal development, improving
relationships, aging, food safety, food security, nutrition,
health, weight control, financial stability, financial security
and employment success. “Positive Parenting” and “Senior
Hotline.” We have many free and inexpensive booklets, offer
classes to the community and distribute monthly newsletters
called “Contemporary Living”.
Community Development.
Link the county with resources of
Ohio State University in areas including economic
development, leadership education, water quality,
composting, home-based business, land use, and others.
Family Nutrition Program.
Helps people with limited resources learn how to use the dietary guidelines, and
My
Pyramid; use good meal management and food safety
practices; use good shopping strategies to cut costs;
use commodity foods and incorporate foods into family meal

ELIGIBILITY:
Parents of children with special needs, parents of children
with exceptional talents and skills, parents of typical children,
grandparents raising grandchildren, foster parents, adoptive
parents, and other members of the community who have a
strong interest and commitment to families and children.
PURPOSE:
Established by Pickaway County Family and Children First
Council to receive input from parents on the needs of families
in Pickaway County. The group also serves as a resource for
information and support for other parents in the community
with similar concerns.

Meetings are held monthly and childcare is provided. Special
activities and educational programs are offered.

PURPOSE:
The Pickaway County District Public Library will provide
information and services to engage, educate, entertain and
enrich our community. Pickaway County residents will have
access to innovative, useful library services that will allow
them to learn throughout their lives; enjoy their recreation
time; and become involved in their community.
RESOURCES:
Trained reference staff, books, music CDs, reference
materials, magazines, books on CD, online catalog, e-books,
e-video, online resources (encyclopedias, magazines, search
tools), microfilm, Internet access, enlarger for sight impaired,
children’s programs, adult programs, computer classes and
more. ALL FREE! Movies can be borrowed by becoming a
Movie Member for $5 for two years.
SERVICES:
The library staff is available to help with all types of
questions. Children’s programs are offered six times per week.
The Bookmobile offers books, movies and music at 36
locations around the county. Storytime on Wheels provides
preschool children with stories, songs and crafts at 10
locations throughout the county. Online references and
databases are available 24 hours a day from our Website:
www.pickawaylib.org. The Website provides access to the
library catalog where patrons can request specific materials.
Patrons can also request materials from other libraries.
Summer reading programs keep children interested in books
and reading during school vacation. Fax service and TDD are
also available.
FEE:
Library cards are FREE to Ohio residents. Replacement cards
cost $1. Movie Membership costs $5 for two years.

Touching Lives for Christ is a Compassionate Ministry

whirlpool, sauna, fully equipped fitness center, cybey stretch
training equipment, free weights, racquetball/volleyball
courts, walking & running track, adult locker areas, family
locker rooms, childcare center, nursery and aerobic area. The
YMCA has a new State-of-The-Art Family Activity Center
which includes the following: indoor climbing wall, indoor
play space, half-court basketball area, and family fitness loft.
The YMCA has developed a comprehensive program using
the above facilities for pre-school through senior citizens.
